The Association received a request from the Telfair HOA Voting Delegates (“Voting Delegates”) to hold a special meeting for the purpose of removing Afshi Charania Merchant (“Ms. Merchant”) from the Board of Directors. A special meeting of the Voting Delegates was held Monday, April 8th for this purpose. There was a quorum of Voting Delegates and the requisite number of Voting Delegates voted to remove Ms. Merchant from the Board of Directors. The Association will now proceed forward to conduct a Special Board Election to fill this vacant position on the Board, expect nominations forms to be sent out Monday, April 15th and the Special Board Election to take place May 21st.
Any allusions made during the closed meeting about whether the proper process was used for the special meeting and the vote for removal, the Board feels confident that all actions taken in connection with the special meeting and the vote for the removal were conducted in compliance with the Association’s governing documents and upon advice from the Association’s attorney. Any threats and/or statements made to the Board or Voting Delegates about potential disclosure of the way the Voting Delegates voted or any release of ballot information will not be tolerated.
We ensure that respect for this procedure, as with all other procedures, will be maintained and ballots from this vote will remain confidential in compliance with the law. While this was not a pleasant process for anyone involved, the law and the governing documents for the Association clearly provided a path for this removal action, which again was properly followed by the HOA, the Board and the Voting Delegates.

Telfair Central - Early Voting Location (Update: 2 April 2019)
We have requested Fort Bend Officials to remove Telfair Central as an Early Voting location for the upcoming 2019 Fort Bend and Sugar Land City elections.
Unfortunately, the offer to the Fort Bend election administration was made without authority or approval from the previous Board and without the current Board’s knowledge. Additionally, no rental agreement was signed with Fort Bend or Sugar Land for the 9 days the facility would be used as an early voting center including a weekend. Due to the improper way this decision was made and because there was no consideration for the additional liability that may arise from opening our private facilities to the public, the Board of Directors has made the decision to not allow this use of Telfair Central as an Early Voting location for May 2019 election.
We deeply regret any inconvenience this decision may cause. This does not rule out Telfair as a voting center in the future, if using Telfair facilities for public purposes is an option based upon advice from the Telfair’s legal counsel. This Board is committed to working with the appropriate entities to ensure the correct process is followed and documented in order to be transparent to Telfair residents.
As in previous years, Telfair residents will continue to vote early at Sartartia Middle School and on Election Day at Museum of Natural Science, Sugar Land.

In an effort to be transparent with the community, the Telfair HOA Board of Directors has utilized the opinion of legal counsel regarding the Telfair Neighbors Facebook page. The Telfair Neighbors page is a private Facebook page that is administered by a former board member and was never approved by the Telfair HOA as the official Facebook page for our community.
The board understands the importance of staying connected and delivering vital information to the residents of Telfair. As your board, we have decided instead of spending HOA fees and resources reclaiming the Telfair Neighbors Facebook page, we have decided to create a new Telfair Facebook page - Telfair Community Association. This new community page will be a fresh start of dialogue between residents, delegates and the HOA board; it will not be managed by Sterling ASI. To prevent the scenario that occurred with the former board member, this page will be managed and updated by existing board members and a committee led by delegates moving forward. We encourage all homeowners and residents to "Join" this page on Facebook and to share this information with your neighbors.

One of the many benefits of owning a home in a Deed Restricted Community is the commitment among neighbors to maintain their property in a neat, attractive, and well-landscaped condition to enhance the overall beauty and aesthetic appeal of the Community.
How the process works. The Telfair Community is driven by the management team twice per month. That means that every home is reviewed on a regular basis for non-compliance. The goal of sending out a deed restriction letter of non-compliance is to help preserve the level of beautification and aesthetic appeal that you, as a new Telfair owner, originally bought in to. When the community is driven the management looks at many different items, such as but not limited to, trash cans that are visible to public view, dead or dying landscaping, faded wrought iron (fences, balconies, driveway gates, or light fixtures) & visible mold/mildew on the home, back of the homes visible from the levee/lake, just to name a few.
If a compliance issue is noticed then a courtesy letter is sent. The courtesy letter allows owners 30 days to correct the violation or communicate with the management team. If the correction has not been made when the management drives the community after the 30 day period then a second letter is sent via certified mail at the owner's expense. If the compliance issue is still not resolved after another 30 day period and after the certified letter is sent, then and a fine letter is sent and charged to the owner's account.
