How do I get access to the Telfair pools?
Residents can access all facilities with a magnetic access card or key fob provided by the Telfair Community Association. To receive access cards or key fobs, residents must complete a New Resident Registration form available in the 'Document Library' at TelfairLife.com and either fax, mail or email the form to Telfair Central Hall. Two cards/fobs are provided to each owner for free. Additional or replacement cards/fobs are $25 each. A family may have up to four activated cards/fobs at any time. Please allow 5-7 business days to receive your cards in the mail. You may also arrange to pick up your cards from the Telfair Central Hall office.

Is it possible to turn my section into a private, gated-access section?
There City of Sugar Land Subdivision Regulations (Ch. 5, Article III of the Development Code) which specifically prohibits existing public streets from being made private.  At the time of the platting of the street through the Planning & Zoning Commission review and approval, the street must be designated either public or private.  If private, there are a number of other key code provisions that apply including that the maintenance responsibility be taken over by a specific property owners association.

The primary reason for the City to prohibit public streets from being gated and turned to private streets is that an existing public street has been accepted as public infrastructure by the City when built, and that means that overall public tax dollars go into the upkeep and maintenance of the streets, the adjacent sidewalks, and the streetlights, etc.  Once that public investment occurs, it would not be equitable for a gate to be put up, and the street turned over to private, restricting the public to access the street that they have invested in over time.  Those are the primary reasons for not taking public streets and converting to private.  The City has also had citizens ask if a street can just be gated, and yet stay public, and it is the same situation.  Restricting access to only select individuals on infrastructure that the overall City owns and invests in the upkeep of, is a fairness issue.

This is one of the reasons that Council has recently reinforced that the City is not opposed to having gated communities develop under certain conditions, because there is a recognition that homebuyers like choices such as private streets when purchasing properties.  However, neighborhoods with public streets will not be turned to private streets.
 
Who should I report a streetlight outage or street sign damage?
Streetlights in the community are maintained by CenterPoint Energy. They do not do routine inspections of the lights so the only way to make sure a light is repaired is to contact CenterPoint. You’ll need the 6 digit pole shown on the pole and the approximate address or intersection. Call them at 713-207-2222 or  go to http://cnp.centerpointenergy.com/outage to report the outage online. Online reporting is very easy.

To report street sign damages and/or needed replacement , send an email to publicworks@sugarlandtx.gov with specific location of the street sign needing repair.
 
When is trash pick-up and curbside recycling in Telfair?
Solid waste and recycling services are provided by the city of Sugar Land through their contractor Republic Waste Services. Service begins automatically when you initiate water service. The city provides each household with a garbage and recycle cart.  If you need a different cart size or an additional cart, please contact Republic Services at 713-726-7307 or email solidwaste@sugarlandtx.gov.  The carts have serial numbers and are assigned to the residence.  If you move, do not take the carts with you.

Garbage is collected on Tuesday and Friday utilizing the city-provided grey cart.  Recyclable materials are collected on Tuesday utilizing the city-provided green cart. Green waste is collected on Friday and bulky waste items are collected once a month on the fourth Wednesday of the month.  If a pickup day falls on one of three observed holidays (Thanksgiving, Christmas and New Year’s), pickup occurs on the following day.

I just moved to Telfair. Is there a welcome meeting for new residents?
Yes, there is a New Resident Welcome meeting held quaterly on the last Thursday of the month at Central Hall starting at 7 PM. This is a great opportunity to meet your neighbors and learn more about Telfair.
 
If I need to modify the exterior of my home, what do I need to do?
Fill out the Home Improvement Application which can be found under the 'Document Library' tab, submit all required pieces, and send to CIA Services.

The Design Review Committee has up to 45 days after receipt of a completed application to make a decision, so please submit the request far enough ahead of time.  For your own protection, do not start the improvement until you have received written approval.  The more detail you provide about your improvement, the easier it will be to understand what you plan to do and to make a decision.
 
Do I have to seek approval for modifications in my backyard?
Yes, any EXTERIOR modifications must be submitted for approval by the Design Review Committee.
 
Is the Palmetto House open to all Telfair residents?
No. The Palmetto House can only be reserved by the patio section (28, 29, 30) residents.
 
How do I reserve the Palmetto House if I am a patio home resident?
Complete the Palmetto House Reservation Form which can be found under the 'Document Library' tab and submit to Central Hall with a $200 deposit check.
 
When should I contact the Telfair HOA?
The HOA is a private entity that funds and governs the ongoing support for neighborhood standards code enforcement, community activities and resident related services. CIA Services manages the HOA and the following issues:

*Assessment billing and collections
*Deed restrictions - inspections and follow-up letters
*Home improvement applications -coordinate and respond
*Community parks & facilities - oversee maintenance
*Maintenance of all common areas - oversee contractors
